I'm also from Kazakhstan and I'm 100% sure that's what's happening. I've personally heard about people dying because of covid being reported as pneumonia cases. Russia conceals their infections in the same way. The only difference is that Russia didn't do it to such extent that everyone's now speaking of 'unknown pneumonia outbreak'.
